In view of the problems of Hengshui Taocheng Middle School reflected by netizens, Hengshui Taocheng Middle School has responded to social concerns on the school information platform twice without serious investigation, which has caused adverse effects. On February 17th, Taocheng District Party Committee and District Government set up a joint investigation team composed of education, public security, market supervision and other relevant departments, and stationed in Taocheng Middle School in Hengshui to carry out investigation and verification. Based on the principle of being highly responsible and seeking truth from facts, the investigation team conducted a serious investigation and analysis item by item through on-the-spot visits, access to information, discussion with faculty, random sampling of students and parents to verify the situation, and formed preliminary treatment opinions according to the law and regulations.

I. Progress of the investigation

Second, the preliminary treatment opinions and rectification requirements

According to the Regulations on the Implementation of the Law on the Promotion of Private Education in People’s Republic of China (PRC), the Provisions on the Examination Management of Compulsory Education Schools in Hebei Province, and the Notice of Hebei Provincial Department of Education on Standardizing the Management of Daily Education and Teaching in Primary and Secondary Schools, combined with the investigation, the following suggestions and rectification requirements are put forward.

(1) The Taocheng District Education Bureau warned the board of directors of Hengshui Taocheng Middle School, ordered it to make an in-depth inspection, and asked it to set up reforms in view of the existing problems, and put them in place before the start of the new semester.

(2) Ordering the board of directors of Hengshui Taocheng Middle School to severely deal with the school management according to the articles of association of the board of directors.

(3) Determine that Hengshui Taocheng Middle School failed the annual inspection in 2022, stop enrolling students in the junior middle school in 2022, and reduce the enrollment scale in the junior middle school in 2023.

(4) Instruct the Supervision Committee of the Taocheng District Commission for Discipline Inspection to conduct a comprehensive investigation on the performance of duties of relevant functional departments, and seriously pursue the accountability of those who have neglected their duties according to the rules and regulations.

(5) Ordering Taocheng Middle School in Hengshui to cancel the weekly and monthly examinations of all classes and disciplines, cancel the examination ranking and prohibit the release of students’ examination results from the spring semester of 2022. Strictly regulate students’ work and rest time, and effectively protect students’ rest time on weekends and legal holidays.
